General Services for Township Residents
The DeKalb Township provides valuable services to Township Residents in the form of periodic events and ongoing programming. Some of these services include:
- Semi-annual Shred & Recycle Events - Generally held in the Late Spring and Early Fall
- Library Access - DeKalb Township Residents residing outside DeKalb City Limits may obtain a Library Card by contacting the DeKalb Public Library. The cost of the Card will be covered by the DeKalb Township.

Notary Public Services
DeKalb Township provides free notary service to our residents. Please call ahead to set up an appointment with one of our notaries or call for availability.
- Please bring a valid government issued photo ID with you to your appointment.
- Please complete the documents and have them ready for signature in the presence of notary.
- DO NOT sign documents ahead of time.
- If additional signature witnesses are required in addition to notarization, DeKalb Township may be able to provide additional signature witnesses. Please let us know how many witnesses you need when making your appointment.
- Our notaries cannot give legal advice on your document. We suggest consulting an attorney if you have legal questions regarding your documents.
Fax Services
Free fax services are available for DeKalb Township residents for domestic faxes as follows:
- Proof of residency required.
- Maximum of 12 pages for each fax and a limit of 2 faxes per month
Library Services
Free Library Cards for Unincorporated Residents
An Intergovernmental Agreement (IGA) between the DeKalb Public Library and the DeKalb Township will allow eligible residents of unincorporated DeKalb Township to register for a free library card. As part of its mission to provide services, including library services, to residents, the DeKalb Township will cover the cost of library cards for Township residents living outside the DeKalb Public Library’s service area. In short, this means that DeKalb Township residents living in "unincorporated areas" can now obtain a free library card that allows them access to the Library’s expansive resources and materials. The Library has over 100,000 books, magazines, CDs, DVDs, and audiobooks, with access to many more through the Inter-Library Loan system.
Unincorporated residents will bear the financial responsibility for lost and damaged items. They will follow the
same rules as all other patrons as pertains to their library card.
Only those residents of the Township who live in unincorporated areas of the Township and are not already
otherwise eligible to receive a library card from the Library, or from any other public library, are eligible to
receive a Nonresident Library Card under this Agreement. To register for a Library card, patrons must visit the
library with a photo ID and proof of residency at an unincorporated DeKalb address (lease, utility bill, piece of
mail, etc.).
Remember, Library cards are not required to participate in library events, workshops, and classes! The Township is excited to expand the Library's patron base through this agreement. By working together we will better serve our community.
Visit the DeKalb Public Library to explore everything they have to offer residents. The DeKalb Public Library is open 7 days a week.
Cellphone and Tablet Recycling
We are a depot for the Cell Phones for Soldiers. Through this program we collect used cellphones and tablets and chargers (if available) and unused calling cards. The phones and tablets are then refurbished and placed with active-duty military. The items we collect are:
- Cellphones (chargers if available).
- Tablets (chargers if available). This does not include laptops.
- Prepaid Calling Cards (Domestic and International)
Used Eyeglass and Hearing Aid Recycling
DeKalb Township has partnered with the Lions of Illinois Foundation in DeKalb. Now residents are welcome to donate their used eyeglasses and hearing aids to the Lions through a donation box located in front of our building at 2323 South Fourth Street, DeKalb, IL.
For larger donations or to donate additional items the Lions collect through their recycling program, we suggest you contact the Lions of Illinois Foundation directly by clicking the logo below.
PCs for People
Do you need a computer?
DeKalb Township is working with PCs for People to aid low-income residents in gaining access to computers. PCs for People is a non-profit organization that provides low-cost, rebuilt computers and laptops to the economically disadvantaged.
Individuals and families enrolled in WIC, SNAP, General Assistance, TANF, or Medicaid, as well as recipients of Supplemental Social Security Income, Social Security Disability, Federal Public Housing Assistance, Veterans Pension Benefit Program, and/or those who have a household income below 200% of the federal poverty guidelines may be eligible for the program.
Eligible residents can purchase a computer package (Windows software included) at a reduced price (pricing varies from time to time). Supplies are limited, so interested residents are urged to visit https://pcsrefurbished.com/event/registration to check their eligibility, pricing and computer availability. DeKalb Township Residents may elect to claim their computer package at the DeKalb Township office. Complete instructions for pick-up will be provided to residents by PCs for people.
